UNIVERSITY
EXTENSION AND CONTINUING EDUCATION ACTIVITIES
It
is the intention of The University of North Carolina
at Charlotte to extend its services to the community
in many ways, including University-sponsored extension
and continuing education. This policy statement is intended
to apply to the development and operation of extension
and continuing education programs by the University
in collaboration with community partners or to serve
the needs of individual students. It is not intended
to govern conferences, seminars, workshops, or other
activities which may be conducted in University facilities
or on University grounds but that are not primarily
sponsored or initiated by a University division, department,
or unit.
Definitions
Extension
includes both degree-related courses and degree-related
sequences of courses (programs) offered for academic
credit to persons or groups unable to take advantage
of traditional regular or summer term on-campus instruction.
The defining characteristic of extension instruction
is that it is funded exclusively through external contracts
and/or student receipts, and the students enrolled in
the courses are not included in the count of "regular
session" or "summer session" students for whom UNC Charlotte
receives state-appropriated support.
Continuing Education
is non-degree-related, non-credit instruction for professional
development and a vocational education. Forms of instruction
include short courses, conferences, seminars, and workshops.
Continuing Education Units (CEU's) frequently are awarded
upon completion of these activities. Continuing Education
may take place either on or off the campus.
Policy
- All University-sponsored
extension instruction must have approvals by the chairperson
of a sponsoring academic department and appropriate
college dean as well as the Director
of Continuing Education, Extension, and Summer Programs
(hereinafter referred to as "The Office").
- All University-sponsored
Continuing Education activities require the sponsorship
of a department, college, or division of the University.
To prevent scheduling conflicts and duplication of
effort and to ensure consolidated reporting of the
University's continuing education programming, any
units initiating continuing education activities should
consult with The Office prior to offering the program.
Administrative support for continuing education offerings
is available through The Office.
- According
to the policy of the Office of the President of the
University of North Carolina and the Southern Association
of Colleges and Schools, all continuing education
programs that wish to confer University CEU's must
be approved in advance by The Office.
- The majority
of costs for University-sponsored Extension and Continuing
Education activities are met from participant fees,
contracts, or grants, rather than by State-appropriated
funds. Activities supported by participant fees are
subject to UNC Charlotte Policy
Statements #34 and #36,
and must be funded and accounted for as institutional
trust fund activities.
- Responsibility
for budgets and accounts for University-sponsored
Extension and Continuing Education activities, whether
supported by participant fees, contracts, or grants,
rests with The Office and may be delegated to the
sponsoring department, college or division.
- Any agreement
between a sponsoring unit and The Office will be formalized
by a document signed by both parties. The Office,
in consultation with the initiating unit, if different
from The Office, will prepare the document-of-agreement,
accompanied by an approved budget.
- The Office
maintains summary data on all University-sponsored
Extension and Continuing Education activities and
is responsible for reporting these to the Office
of the President of The University of North Carolina
and the Southern Association
of Colleges and Schools.
