POLICY
STATEMENT #91
MEDICAL SERVICES
Policy
I.
Student Medical Services
The
primary purpose of Brocker Health Center is to provide
health care for those persons currently enrolled as
students at The University of North Carolina at Charlotte.
In addition, Postdoctoral Fellows are provided health
care services through the Health Center on the same
basis and at the same rates as the general student population.
Under certain circumstances, limited services are provided
to University employees and participants in on-campus
conferences or camps.
Persons
visiting the Health Center are required to provide identification
(student ID card or other identification with a photograph)
verifying enrollment status. The Health Center does
not offer treatment at other University locations. The
Health Center operates on a schedule established by
the Vice Chancellor for Student Affairs. The current
schedule of operation may be obtained by contacting
Brocker Health Center at extension
4617.
In
a health emergency, contact Campus Police at extension
911. That office has been charged with responsibility
to assist students in accessing emergency medical care.
Accident
summary forms are available at the Health Center for
all students desiring to report accident causes, hazardous
areas, complaints, etc. The Environmental/Occupational
Safety & Health Office (Safety Office) will investigate
the problems described in the report.
II.
Employee Medical Services
Federal
Occupational Safety and Health Standards (29 CFR
1910.151) on Medical and First Aid require that:
"The employer shall ensure the ready availability
of medical personnel for advice and consultation on
matters of plant health." In addition, "In
the absence of an infirmary, clinic, or hospital in
near proximity to the workplace which is used for the
treatment of all injured employees, a person or persons
shall be adequately trained to render first aid. Adequate
first aid supplies shall be readily available."
The
Health Center is the primary contact for employees who
are injured on the job or become ill because of an occupational
exposure. All job-related injuries and/or illnesses,
no matter how minor, shall be reported, evaluated and
treated. Each employee has the responsibility for reporting
injuries/illnesses to his/her immediate supervisor and
for seeking appropriate treatment. These requirements
help to ensure the health of the employee by promoting
prompt, appropriate treatment. These requirements also
support the University’s accident prevention program
by providing a mechanism to report accidents, identify
hazards, and eliminate accident causes.
The
immediate supervisor of an employee who is injured on
the job or becomes ill due to an occupational exposure
shall be responsible for conducting an investigation
upon first knowledge of the accident, completing a "Supervisor's
Accident Report Form," and forwarding the report
to the Safety Office no later than:
-Three
(3) working days for First Aid Cases
-Two
(2) working days for Doctor's and Restricted Workday
Cases
-Twenty-four
(24) hours for a Lost Workday Case
-Immediately
for a Fatality
Copies
of the report form are available from the Safety Office
and may be requested by calling extension 4291. The
injured/ill employee shall participate in the investigation
when possible.
III.
Medical Services for Participants in
On-Campus Conferences or Camps
The
Health Center is available on a case-by-case, fee-for-service
basis for persons who are injured or become ill while
participating in on-campus conferences or camps.
IV. Procedures
The
Vice Chancellor for Student Affairs shall develop written
procedures for University response to student illness
or injury requiring medical attention. The Vice Chancellor
for Business Affairs shall develop written procedures
for University response to illness or injury requiring
medical attention for an employee or conference or camp
participant to receive medical services at the Health
Center. These procedures shall be distributed to all
appropriate offices.
